A Los Angeles-based real estate investment and development company has filed plans for a four-story, 10-unit prairie-style apartment building in University Park, according to a planning case opened by the city of Los Angeles this month.
The project would rise on a now-vacant lot at 2323 Scarff St. and is being led by 2323 Scarff LA LLC, a company registered in state business filings to the address of multifamily developer Orion Capital. The developer acquired the roughly 12,400-square-foot project site in April for about $2.2 million, according to Los Angeles County property data.
Plans call for a roughly 40-foot-tall, 21,265-square-foot residential building holding five four-bedroom units and five five-bedroom units. The project applicant is seeking approvals for a 35-percent increase in unit count through the state’s density bonus program, as well as an increase in height from the otherwise allowed 30 feet. One unit would be set aside for a very low-income household.
Designed by JPark Architects, the proposed development is meant “to echo the form, volume, and color palette of the Prairie Style, which is ‘defined by simple rectangular volumes and strong horizontal lines,’ in Los Angeles and was significant from 1910 to 1924,” the development team writes in application documents.
While it is planned to be four stories, the project would have its fourth level tucked behind a mansard roof element in a way so the building is perceived as three stories, plans show. Common open space would include a roof deck.
The development would also offer one ground-floor level of parking with 18 automobile spaces and 12 bicycle spaces.
The community’s four-bedroom apartments would range in size from 1,341 to 1,404 square feet, while its five-bedrooms would each be just under 1,700 square feet.
