In the backdrop of cities filing their annual housing reports to the California state, Orange County braces for new development. The officials of Lake Forest City have come up with an affordable housing development plan. Named ‘Aspan Court,’ the complex will focus on low-income residents.

Lake Forest Advances for Affordable Housing
Aspan Court, the four-story, 50-unit housing development, will be constructed at 22471 Aspan St. (on the corner of Muirlands Blvd. and Aspan St.). After an agreement with the City Council members, the National Community Renaissance (National Core) is ready to start developing the affordable complex.
Construction for Orange County’s affordable development is about to start in March 2026. Involved authorities expect to celebrate its grand opening in March 2028.
National CORE’s chief development officer, Alexa Washburn, added that during the lottery system for unit selection, they would prioritize people who currently live or work in Lake Forest.
Talking about Aspan Court’s quality, Mark Tettemer, a member of the council, said that he had faith in the development work of National CORE. Tettemer expects the new Orange County development to come out as a great project for the community.
Aspan Court will allow Lake Forest Police Services to have a space for their functioning. Discussing about it, the council’s Robert Pequeño said that with this space, the police officials can respond faster.
Funding for Aspan Court
In a unanimous vote, members of the City Council gave their approval for a $4.35 million housing loan for Aspan Court. The development will be funded through $3.7 million collected from developers who chose not to have affordable housing in other projects.
Apart from this, Lake Forest will be funding a further $650K toward this project.
State Housing Mandates in Orange County
The Aspan Court development has come up at a time when cities in Orange County are facing state house mandates. Through these mandates, the cities have to focus on establishing a certain number of affordable housing units for low-income residents.
For Lake Forest, there are plans to make 3,236 fresh units. By December 2024, the city permitted 894 more units.
It should be noted that Aspan Court is Lake Forest’s first ‘by-right’ project, which means its developers will not need to get city approval to move forward.
