Inspectors noted that the person in charge (PIC) was not present when they arrived. A food facility must employ at least one person with a valid Food Establishment Personnel Food Safety Certificate at all business hours.

Food employees were seen not washing their hands before wearing single-use gloves. Food was improperly stored in the service area sink, which is designated for handwashing only. Food residue was present in the sink. No soap was placed for handwashing there.

The can opener and cutting board were in poor condition and required thorough cleaning. Beef and chicken were not held at the required temperature of 135°F or above. Several ready-to-eat items were stored without date labels, posing a potential food safety risk.

Inspectors found employees working at the facility without donning proper hair restraints. Food debris was seen accumulating at different key sections of the food preparation area. The walk-in freezer was also not thoroughly cleaned, as evidenced by dust and ice buildup.

Follow-Up Inspection

Inspectors visiting Bubbakoo’s Burritos confirmed that the establishment was not in satisfactory compliance. Compliance can be achieved by correcting all cited violations.

Once the issues are resolved, the department will conduct a follow-up inspection to determine compliance status. The restaurant should apply within 30 days to acquire a City of Philadelphia Department of Public Health Food Establishment Personnel Food Safety Certificate.

If the facility fails to apply on time, it will be subject to an intent to cease operations order. Failure to comply may lead to permit revocation or legal action by the health department.
