Food Safety Violations Reported at Three Philadelphia Restaurants
Health Inspections conducted at three restaurants that were inspected on April 25 revealed various violations. Time & Peace Cafe, Dunkin Donuts, and My Thai were the restaurants that performed poorly in the routine inspections.
Time & Peace

Time & Peace Cafe and Gallery offers organic coffee along with fresh baked goods, sandwiches, and more. The Cafe “brings people together through art, music, books, and community events”, according to the official website.
During the two-hour inspection held at Time & Peace on Friday, April 25, health inspectors reported a list of violations.

The inspectors noted mouse droppings that were found along the floor edges at the self-serve station and near the front serving counter. The front door of the establishment was left open without a screen, allowing possible entry of pests, it was also noted.
Beverages in the basement were not stored at least 6 inches above the ground, the report said. It also said that the mini freezer in the upstairs prep area and the refrigerator/freezer in the basement are not NSF/ANSI certified for commercial use.
The report pointed out that the bathroom door at the establishment is not self-closing as required. Inspectors found a dustpan and broom left on the floor rather than hung properly.
Dust and debris were observed around floor perimeters in prep and storage areas. Unused equipment was cluttering the basement storage area, the inspection report also said.
Dunkin Donuts

The Dunkin Donuts location near Philadelphia City Hall offers quick service for Donuts, coffee, and other items. The location is one of the several that the chain has in Philadelphia.
A 15-minute inspection that was conducted at the Dunkin Donuts location on April 25 revealed several violations of the food code.
Violations Reported at Dunkin Donuts
The report began by stating that the hot water at the front food preparation area handwash sink was only 75°F, which is below the required temperature. The report also stated that the caulking around the restroom handwash sink and front food preparation sink is not smooth and easily cleanable. The front-handwash sink is draining slowly; it was pointed out.
In issues concerning the milk refrigerator, the bottom shelf interior surface of the milk reach-in refrigerator was damaged. The milk crates used for elevation were reported to be not NSF/ANSI approved. An inoperable milk dispenser was found in the food preparation area. The kick plate of the reach-in refrigerator is not in good repair.
Several unclean surfaces were also observed in the restaurant. Food residue and debris inside storage cabinets and on prep counters were found under/around food equipment. Dust accumulation on the vent cover near the back door was also noted. There was grime on utility sink surfaces, the report also noted.
The inspection report also noted dirty floors, as debris was found under and around equipment in the customer retail area. Grime along floor-wall junctions and between food equipment was also reported. The cracked floor tiles in the front food preparation area were also noted.
My Thai

This Philadelphia restaurant serves Thai comfort food to its customers. The red-brick walls define the character of the dining space.
On April 15, the restaurant faced a health inspection, which lasted from 11:20 AM to 1:20 PM. The inspection report listed the violations that were observed at the restaurant.
Violations Reported at My Thai
Citing improper food storage at the restaurant, raw animal foods were seen stored above ready-to-eat foods in the refrigerator. Lack of date-marking was seen on ready-to-eat foods (rice, noodles, cooked chicken, cut lettuce) that were held for more than 48 hours. Bulk food ingredient containers were not labeled with the common name of the food, the report said.
Domestic refrigeration units, an air fryer, and a rice cooker were observed being used at the restaurant. The report said the chest freezer door was broken and held together by tape. Milk crates and soda crates are used for elevation, which are not NSF/ANSI approved. Duct tape was used on the storage cabinet by the stove. Plastic shelving in the kitchen was not NSF/ANSI approved, it was noted.
The particle board used for the cabinet door by the oven is not smooth or easily cleanable, as observed. The facility lacked test strips to monitor sanitizer concentration for chlorine and quaternary ammonium, marking another violation.
Several unclean surfaces were also observed. Grime was seen on counters, under equipment, and on the sides of cooking equipment. Grime was also seen on the wall surfaces behind the induction hood.
Severe ice accumulation inside the chest freezer was reported. Dust on electrical wires in the kitchen was also seen. A hole in the ceiling behind the ventilation hood was also observed.
Duct tape around the sink in the restroom and damaged wallpaper on the restroom walls were also reported. The full inspection report for the establishment is available online.
