Rosa Madera was issued a yellow placard during its health inspection. It was cited for major violations, including improper food temperature and cooling methods.
The most serious of the issues was the temperature control. The flan was at 63-66°F in dessert equipment that was meant to be maintained at 41°F or lower. The cooling unit was not plugged in, leading to the destruction of three pans of flan.
Inspectors also noted additional critical violations, such as incorrect cooling of prepared foods. Mashed potato filling at 46°F, whole pinto beans at 48°F, and refried beans at 46°F were all incorrectly cooled overnight. These foods, totaling approximately 54 quarts, were voluntarily discarded.
Handwashing facilities were also a significant concern. The back handwashing station was obstructed by crates and equipment. Paper towel dispensers were not stocked in many places, including kitchens and tortilla preparation sinks.
The restaurant also lacked the necessary certifications. There was no food safety manager certificate, and food handler cards were incomplete or expired. Issues with equipment maintenance included a broken walk-in gasket and ventilation problems.
