The owner of an eight-unit property at 6115 W. Romaine St. in Hollywood is proposing a four-story, 15-unit apartment project, according to a new planning case filed by the city. Documents scanned this month show Ilan Mishan of Neo Investment Group LLC as the developer of the proposed project.

The project site’s existing units would be demolished to make way for a 19,100-square-foot residential building rising just a few blocks south of Santa Monica Boulevard and Vine Street. It would contain one studio, 12 one-bedrooms, and two two-bedrooms, with four units reserved for very low-income households. The Romaine Street development’s studios and ones would range from 445 square feet to 635 square feet, while its twos would both be about 1,120 square feet on the building’s top floor.

The project would provide 15 parking spaces and 17 bicycle spaces, and plans also call for amenities like a 1,588-square-foot roof deck.

Neo Investment Group is registered at the Tarzana address of QuadraNet, a data service company co-founded by Mishan, according to its website.

The developer is joined by Malibu-based architecture company Apel Design, landscape architect Stout Design Build, and project representative Luke Tarr, according to filings.
