According to public filings, West Harbor Restaurant Holdings LLC may be preparing to open a new restaurant at 1106 S. Harbor Blvd., Suite 250, at West Harbor in San Pedro.
The LLC has applied for an on-sale general eating place license, which would allow the restaurant to serve alcoholic beverages alongside food. The application lists Freddy Braidi and Elie Samaha as managing members.
What Now Los Angeles reached out to Braidi for comment but had not received a response at the time of publication. The filing does not identify the restaurant concept or provide an opening timeline.
Braidi is the founder and CEO of Boulevard Hospitality Group, whose portfolio includes Yamashiro Hollywood and other hospitality and entertainment venues. In a September 2026 interview with The Source, Braidi confirmed that the company is developing a West Harbor location of Yamashiro, the Japanese restaurant in the Hollywood Hills.
The planned location was reported to be at 1190 Nagoya Way. Samaha, a film producer and real estate developer, was identified as a co-owner of Yamashiro and the TCL Chinese Theatres in a 2021 What Now Los Angeles report.
Meanwhile, CARNE, the Latin fire steakhouse that opened in Oxnard in July 2026 and also led by Boulevard Hospitality Group, is planning a second location at the same development, at 1332 S. Harbor Blvd., Suite 160, as previously reported by What Now Los Angeles.
The new liquor license application lists an address different from both Yamashiro’s previously reported location and CARNE’s proposed space. Because the filing identifies West Harbor Restaurant Holdings LLC rather than a specific restaurant concept, the identity of the planned establishment remains unclear.
