Seven-Story Rampart Village Project Planned

The owner of a vacant lot on South Westmoreland Avenue in the Rampart Village neighborhood has plans to develop it with a seven-story, 45-unit apartment building, a planning case posted by the city of Los Angeles this week shows.

The project is being led by Shervin Louie and would rise at 430 S. Westmoreland Ave. Plans call for 35 one-bedroom apartments and 10 two-bedrooms, including 13 units reserved for low-income households, according to application documents. The new development, which is named 430 Westmoreland Villas in renderings, would provide 34 automobile parking spaces between at-grade and below-grade levels, plans show.

The project applicant is seeking approvals for a height increase from 28 feet to 79 feet and a 70-percent density bonus under SB-35, according to planning documents.

Designs for the proposed Rampart Village apartment community are being led by LA-based California Development and Design, while the representative for the planned project is listed as land-use consulting firm Beroukhim & Company.

The new development would also provide 4,750 square feet of open space, including a 2,805-square-foot roof deck, plans show.

It would also contain 40 long-term bicycle stalls and four short-term stalls, along with a 100-square-foot bike repair room accessible from the building’s underground parking level.
