The Community Development Commission (CDC) has approved $30 million in Tax Increment Financing (TIF) for the redevelopment of the former Central Manufacturing District site at 1717–1769 W. Pershing Road in Chicago. The plan aims to transform the aging industrial corridor into a mixed-use district featuring commercial, residential, and retail components.

CDC Approved the Proposal for West Pershing Road Property Redevelopment

CDC received a TIF Developer Designation request for a redevelopment project by the Department of Planning and Development (“DPD”). In a meeting on July 8, 2025, the proposal was approved, and now it will be processed for further approvals by the council before the construction permission is granted.

IBT Group, LLC has led the development effort since 2022 and was selected for consideration in 2023. The developer has proposed to reuse the site at 1717 – 1769 West Pershing Road into commercial office and/or laboratory uses, residential units with reservation for affordable housing, a retail center, and parking spaces.

The project is estimated to cost $186 million, with $30.2 million in TIF assistance proposed for the 317,736-square-foot site.

Current Infrastructure at the Redevelopment Site

The site currently includes both vacant and active structures. 1717 West Pershing Road has a 1-story steel building. The Department of Streets and Sanitation utilizes it for storage purposes.

1769 West Pershing Road has a vacant warehouse. To convert the complete location for commercial and residential uses, some environmental permits are also required by the developer.

Pershing 1769, LLC will lead the project along with architect Epstein and general contractor Acro.

Proposed Use of Land and Project Description

The project location is near Stockyards Industrial Park, which hosts several manufacturers and distribution facilities. The site is also directly east of McKinley Park. The project will aid historic preservation, job creation, and affordable housing. The details of what the new development will look like are mentioned further:

  • Buildings at 1769 West Pershing Road
    • 232,000 square feet of new commercial office and/or laboratory uses
    • 172 residential units with 20% affordable housing
    • A rooftop garden and residential amenity space on a portion of the basement level
  • Buildings at 1717 West Pershing
    • 42,000 square feet retail center
    • 144 parking spaces

The TIF approval marks a major milestone for the Pershing Road redevelopment, paving the way for revitalization of the historic corridor. The redevelopment site is already in a good location, and further approvals by the city planning agencies will lead to the beginning of construction work.
