The Greater Wilshire Neighborhood Council‘s land-use committee Tuesday evening is scheduled to discuss plans by ELK Development for a 60-unit apartment project just south of the Wilshire/Western Metro Station, according to the neighborhood group’s meeting agenda.
First submitted in September, the developer’s plans call for replacing a four-unit apartment building and single-family home at 728 – 736 S. Manhattan Pl. with a new seven-story multifamily building holding 24 studio apartments, 30 three-bedrooms, and six four-bedrooms. The community would rise to a maximum height of almost 80 feet and total about 72,000 square feet of floor area, plans show.
On Tuesday, project plans are scheduled to be presented by project representative Gary Benjamin of Alchemy Planning + Land Use and ELK Development founder and CEO Evan Kasper. The meeting will include a discussion and possible vote from the neighborhood committee, according to this week’s agenda.
The project site is owned by a business entity registered to the address of Missouri-based CRA Investments. The properties were acquired last year for about $4.9 million, county property records show.
ELK Development is seeking incentives under the city’s transit-oriented communities program, including a 70-percent, or 27-unit, density bonus, plans show. It would reserve six apartments for extremely low-income households in accordance with the TOC program.
Plans also call for about 6,500 square feet of open space, most of which would be provided in the form of a 5,312-square-foot roof deck.
The project would provide 33 automobile parking stalls and space for 61 bicycles, according to planning documents.
Designs are being led by Culver City-based architecture and design studio OfficeUntitled and landscape architect SQLA.
