The Trudel Group is bringing a new food hall to the Fleur de Lys development in Québec City, with plans to open by Spring 2026.

The 60,000-square-foot Urban Food Space will feature around 15 restaurant concepts, including three full-service restaurants, several pop-up stalls, and a central bar, according to the Québec Journal. It will also feature 11 distinct seating zones, each designed for a different experience, including coworking, corporate meetings, and casual dining. The space is under construction on the ground floor of the Vingt-et-un Mars building, the first phase of the Fleur de Lys residential development.

Designed to be fully integrated into the surrounding community, the food hall will connect directly to Fleur de Lys shopping centre, adjacent outdoor public areas, and nearby housing. The project will offer a mix of affordable, family-friendly restaurants and more gourmet-focused options, according to the Trudel Group. The company states that the concept is unique in that it is not enclosed within the mall itself, but rather open and accessible to the larger development.

To fill the space, Trudel has launched a “Pitch Your Restaurant” initiative, inviting both experienced restaurateurs and emerging chefs from Québec and beyond to propose concepts. The company has confirmed discussions with several established brands but says the space will be a mix of banner and independent vendors. The project is part of a $2 billion redevelopment of Fleur de Lys that includes 4,500 residential units, a hotel, and expanded commercial offerings, all designed to remain flexible and independent of major transit infrastructure plans.

William Trudel, President and CEO and Founder of Trudel, unveiled the Fleur de Lys redevelopment project in 2023, according to a press release. Focused on sustainable development and innovation, this human-scale project will eventually feature several thousand housing units, local commercial life, a hotel, the Université du Québec à Trois-Rivières Québec City campus, over 2,500 newly planted trees, several green spaces and gathering places, active mobility, and more.

With a total value exceeding $1.5 billion, the redevelopment of Fleur de Lys will unfold over the next decade in a strategic sector at the heart of the city. The residential portion will include a wide variety of housing units accessible to all budgets, with a significant number qualifying as affordable housing. Subject to public approval, the project will also offer hundreds of quality social housing units. Additionally, 10% of the units will be adapted for individuals living with disabilities.

The Fleur de Lys living environment will feature a comprehensive commercial offering, including easily accessible shops and services that cater to the needs of residents as well as the broader population of Québec City. Plans also include an innovative entertainment component, along with the inclusion of several restaurant chains.
