Michelin-Starred Hospitality Group to Bring Two Concepts to Philadelphia

Scratch Restaurants Group plans to open Sushi by Scratch Restaurants and Not a Damn Change Burger in Midtown Village.

A Michelin-starred hospitality group plans to introduce two of its concepts to Philadelphia’s expanding dining scene.

Scratch Restaurants Group, founded by husband-and-wife chefs Phillip Frankland Lee and Margarita Kallas-Lee, plans to open Sushi by Scratch Restaurants and Not a Damn Change Burger on the ground floor of 210 S. 12th St.

“We’re excited to bring our concepts to such a burgeoning food city,” a spokesperson for the group told What Now Philadelphia.

In the Midtown Village space, customers will enter through NADC Burger before accessing Sushi by Scratch Restaurants through a speakeasy-style door tucked inside, according to The Philadelphia Business Journal.

Both brands will offer distinct experiences, from a casual smash burger to an elevated omakase tasting.

NADC Burger is a viral Wagyu burger concept founded alongside professional skateboarder Neen Williams.

What began in 2021 as skate sessions and backyard burgers for friends and family evolved into a pop-up series at skate parks and comedy shows, where Frankland Lee and Williams handed out free burgers while refining their recipe before opening their first location in 2022. 

Blending Frankland Lee’s culinary background with Williams’ passion for food and his Neen Williams Co. spice brand, the pair developed what they call “the ultimate backyard burger.” The menu centers on a double cheeseburger made with 100% Wagyu beef, American cheese, secret sauce, grilled onions, pickles and jalapeños, served with fries.

On the other hand, Sushi by Scratch Restaurants reimagines the omakase format with a highly curated, unconventional approach to nigiri. 

The menu features inventive touches, including hamachi topped with sweet corn “pudding” and sourdough breadcrumbs, alongside traditional preparations elevated with house-fermented soy sauce. 

Despite its experimental approach to sushi, the restaurant maintains a strict omakase structure centered around an intimate counter with just 10 seats, designed to provide a highly personalized dining experience.

Although each concept stands on its own, Scratch Restaurants consistently ties them together with a “from-scratch” approach to hospitality.

The Austin-based group opened its flagship, Scratch | Bar & Kitchen, in 2013, quickly earning national recognition, including a No. 97 ranking on Opinionated About Dining’s Top 100 Restaurants in North America.

The portfolio also includes concepts such as Shokunin in Austin and Pasta | Bar in Austin and Los Angeles. The Los Angeles location has held one Michelin star since 2021.

An opening date has not been announced, but the outlet reported Scratch Restaurants is targeting late 2026 or early 2027. Visit the Sushi by the Scratch Restaurants and Not a Damn Chance Burger websites for the latest updates.
