Case records show that the home healthcare service provider currently faces tax-based obligations of more than $14 million. The filing further comes at a time when the overall industry is experiencing mounting financial troubles.
Operations of the healthcare debtor are expected to continue as normal while the proceedings continue in the court.
Tri-Borough Home Care, LTD Files for Chapter 11
Case records, as available on the PACER database, show that the company submitted its petition on July 16, 2026. The filing identifies Tri-Borough Home Care, LTD as a small business debtor and notes that it previously sought Chapter 11 protection on April 17, 2025.
According to Spectrum News 1, roughly 60% of New York’s home care and hospice agencies are operating at a loss. In addition, about 20% of them have closed over the past five years. The financial strain has also led to more than 200,000 Medicaid patients being unable to access home care services.
Petition Shows Several Tax-Based Obligations
Case records show that Tri-Borough Home Care, LTD submitted a list of creditors with the largest unsecured claims. According to it, the company owes approximately $11.8 million to the Internal Revenue Service and over $2 million to NYS Department of Taxation and Finance.
Other unsecured creditors on the list are NYS Department of Labor, JPMorgan Chase Bank, U.S. Small Business Administration, and NYS Workers’ Compensation Board.
Court filings suggest that funds will be available for distribution to the unsecured creditors.

Senior Home Health Care, LLC initiated financial reorganization on March 30, 2026 with a Chapter 11 filing. Case records showed the Minnesota-based company had insufficient funds for the unsecured creditors. The company offers speech therapy, nursing, and other services.
The home care provider from Indianapolis filed a bankruptcy petition on February 11, 2026. The petition showed that Journey’s Home Care & Concierge Services, LLC is proceeding under Subchapter V. Its offerings are centered on seniors and those individuals who need daily living support.
