A cocktail bar and restaurant named Tin’s is on its way to 109 Ludlow Street on the Lower East Side, according to paperwork recently filed with the community board.

Philip Dizard — a familiar face on the New York City bar scene — and his wife, Mercury Tin, are behind the concept, which will have Shanghai-inspired cuisine. Customers can expect a menu centered around Sheng Jian Bao, a crispy pork soup dumpling that is a popular Shanghai-based street food. Other menu items include Chuan-Er (pork belly skewers with honey mustard), Cong You Niu Niu (scallion pancake twists) and Ya She (duck tongues marinated in peppercorn and rice wine).

Dizard has been working as a manager, sommelier and bartender on the New York City bar scene for 15 years, gaining recognition with a Michelin Award for Cocktails in 2022. Through Tin’s, he and his wife hope to merge the cultures of their hometowns — New York City and Shanghai, respectively — into one concept. He describes the bar-restaurant as “a personal love letter” between them, according to an email attached to the community board paperwork.

“Our goal is to bridge the cities we come from, New York and Shanghai, through the lens of shared passion: food, film, design and culture,” Dizard wrote in the email.

Customers can expect to see these influences come through in the design and atmosphere of Tin’s. There will be influences from Hong Kong  filmmaker Wong Kar-Wai intertwined in the design, as well as Art Deco elements. The evening aesthetic will offer an elevated cocktail bar feeling.

The space will aim to bring the community together and bring new offerings to the Lower East Side culinary landscape. Dizard and Tin hope that Tin’s will offer an affordable option for customers.

Plans for the two-story space feature 29 tables that will seat 119. There will be a bar on both the ground floor and the basement, featuring 16 stools.

The proposed hours of operation are 11 a.m. to 2 a.m. daily.

As of now, an exact opening timeline for Tin’s remains unclear.
